The Firm
PRIMUS JURIS CONSEILS is a legal advisory firm based in Dakar. We support businesses, institutions and individuals in securing their activities under Senegalese and OHADA law.

Our conviction fits in one sentence: a dispute avoided always costs less than a dispute won. Most of the disputes we see arise could have been prevented by a better-drafted clause, a formal notice sent at the right moment, or simply by reading a contract carefully before signing it. That is where we come in.
Our four practices
Legal advice
Consultations, written opinions, case analysis, sector monitoring and ongoing assistance. You set out a situation; we tell you what the law says about it and what we recommend you do — in writing, in terms you can rely on with a third party.
Drafting legal instruments
Leases, employment contracts, partnership agreements, service contracts, acknowledgements of debt, settlement agreements, formal notices. Every instrument is drafted for your situation, never assembled from a generic template.
Procedural support
Debt recovery, official findings, summonses, writs, transcription of electronic messages, and coordinated case follow-up. We prepare your files, refer you to the authorised professionals where the procedure requires it, and track every deadline with you.
Professional training
Primus Juris Academy offers training programmes for directors, administrative managers and teams who handle contracts daily. Understanding what you sign is the first legal safeguard there is.
What sets us apart
- You know where your file stands. Every client has a personal area showing the real progress of their matter, where they upload documents and retrieve their instruments. You do not have to call to find out.
- You receive an acknowledgement within 24 working hours. This is a commitment from our quality charter, and it is measured: every enquiry carries a deadline calculated on our actual opening hours.
- You know the cost before we begin. A quote is issued for every engagement. No work starts without your written agreement.
Our scope
We act in advisory, drafting and support capacities. The firm does not provide representation in court, nor acts reserved to regulated professions: where your matter calls for a lawyer, a notary or a judicial officer, we prepare the file and refer you to the competent professional.
Saying so plainly is part of the service. A firm that accepts everything ends up serving someone badly.
The firm
A word from the Founder
« Almost every file we enforced need never have existed »
I spent eight years in a judicial officer’s practice. You see the law there from the end where it hurts: once the contract is signed, once the debt is old, once the deadline has passed. Above all you learn one thing, which nowhere else teaches as well — almost every file we enforced need never have existed.
An indexation clause read before signing. A formal notice sent three months earlier. A commercial lease drafted for the tenant’s actual business rather than copied from a template. Every time, the same pattern: the law was available, it simply was not consulted in time.
Why? Rarely through carelessness. Most often because the head of a Dakar SME has no legal department, does not know whom to ask a twenty-minute question, fears an invoice of unknown size, and ends up signing on the assumption that it will be fine. It is fine — until the day it is not.
PRIMUS JURIS CONSEILS grew out of that observation. The firm was built to remove, one by one, the reasons people do not seek advice.
- You know when we answer. Every enquiry is acknowledged within 24 working hours, with a dated deadline. Not “as soon as possible”.
- You know what it costs. A quote precedes every engagement. You decide beforehand, not afterwards.
- You know where your file stands. Without calling, without chasing, without feeling you are intruding.
These three commitments are not selling points. They are the three reasons people consult too late, and I know of no better way to serve a client than to make them disappear.
Our positioning follows the same logic: prevention rather than litigation. We would rather draft a contract that holds than defend one that did not. It is less spectacular. It is far more useful.
We also know our limits, and we state them. The firm advises, drafts and supports; it does not represent clients in court. Where your matter calls for a lawyer, a notary or a judicial officer, we prepare the file and refer you on. You will always know whom you are speaking to and what they can do for you.
